► Introduction

Following the consensus achieved in the 2004 Organizing Meeting of Presidents' Forum of Southeast Asia and Taiwan Universities (SATU Presidents' Forum), a Steering Committee of SATU Presidents' Forum was held on November 7 in Taipei to discussed the works of the Forum during the next two years. Important issues regarding subjects, participants and schedules for the 2006 SATU Presidents' Forum, 2007 Workshop and Case Study on Industry-Academia Collaboration, 2007 Business Plan Competition, and the Faculty and Student Exchange Program were comprehensively deliberated on the meeting.

Issue 1: 2006 Presidents' Forum of Southeast Asia and Taiwan Universities (SATU Presidents' Forum)

The purpose of SATU Presidents' Forum is to provide a venue for leaders of prominent universities in Southeast Asia and Taiwan to share their opinions and experience in improving the quality of higher education and to promote international academic cooperation in this region.

To provide an opportunity for the Forum participants to exchange ideas with other top Universities on how to enhance educational quality and scholastic achievements.

1. Participants of SATU Presidents' Forum will include universities that participated the 2003 “Presidents' Forum of Southeast Asia Universities”

2. Although University of Yangon (Myanmar) and National University of Laos (Laos) were not able to attend the meeting, both of them should be added as members of SATU Presidents' Forum.

3. Additional members would be nominated and approved by members of the Steering Committee.

4. Criteria of membership:

b. Technological and vocational institutions with a high reputation and distinguished performance

C. Agenda Setting

1. On the first day of meeting, two plenary sessions will be arranged to discuss main themes of SATU Presidents' Forum.

2. Following this, all members will be separated into groups to discuss about practical ideas that will fulfill the objectives of the Forum.

3. Topics regarding the following issues will be specially addressed:

a .How could the cooperation between industries and academia facilitate regional economic development?

b. How can sustainable development and collaboration between industries and universities be increased to strengthen their partnership?

c. How can the experiences of bilateral (faculty, student and information) exchange programs be shared and adopted by member universities?

Issue 2 : 2007 Workshop and Case Study on Industry- Academia Collaboration

The Workshop and Case Study on Industry-Academia Collaboration aim to create a "reservoir of intellectual information" at universities, where researchers are gathered from various arenas, to promote industry-academia collaboration.

B. Tentative Topics

Topics of the workshops could include the following subjects:

1. Experiences-sharing on industry-academia collaboration from both industries and universities/ technology institutes

2. Application-oriented case studies: how can a university establish close relationship with the industry, and vice versa?

3. How can Taiwan-based industries cooperate with local universities/ technology institutes in Southeast Asia ? How can both sides benefit from this relationship?

4. Special topics regarding Taiwan will be developed

Issue 3: 2007 Business Plan Competition

The Business Plan Competition intends to provide students and entrepreneurs, local or transnational, the opportunity to work together to turn innovative ideas into real businesses. The event also brings together the finest research and technology ideas from prominent universities and technology colleges in Taiwan and Southeast Asia . Through the competition, more eligible graduates for business will be cultivated and stronger partnerships between academic centers and entrepreneurial communities will be established.

A. Suggested Schedule and Participants

1. Time: Mid-November 2007 (4 days)

2. Venue: Taiwan

3. Organizer: National Cheng Kung University (NCKU)

4. Participants: Representatives from member universities of SATU Presidents' Forum

5. Business Plan Exhibition:

Each team will be provided a space to demonstrate their business plan and to pitch their ideas to the audience to win the "Most-Favored Award."

A ballot box will be set in the venue to collect votes. The winner will be announced in the ceremony at the end of the third day.

6. Allocation of Expenses

NCKU will pay to organize the competition and be responsible for the local accommodation of the competing teams. Universities of the competing teams should take care of their own students' traveling expenses.

B. Key Points for the Competing Teams

1. The plan should be marketable.

2. The plan should address local issues.

3. The spirits of networking among Southeast Asia and Taiwan universities should be stressed during the process.

4. Intellectual property rights should be taken into consideration.

C. Tentative Procedure

1. First Round: Submission of Executive Summaries

‧Venue: member universities of the Steering Committee

The first step of the competition is for teams of member universities of SATU Presidents' Forum to submit to a university of the Steering Committee from the same country a short executive summary, which details the business concept, market opportunity, competitive advantage, resources required, and team membership qualifications. Local issues must be appropriately addressed in the plan. The executive summaries will be screened and then forwarded to NCKU in September 2007. At most two eligible teams from one country will be invited to the final contest in November.

2. Second Round

‧Venue: Taiwan

The competing teams should give presentations to a panel of distinguished judges, who will be organized by prominent scholars and outstanding entrepreneurs. The plans will be evaluated on the basis of the originality of the idea, viability of the business model, and the potential for future financial success. Three winners will be selected by the panel and given 1 st , 2 nd , and 3 rd prize and the opportunity of venture financing.

3. Most-Favored Award

In addition to the top three prizes, a Most-Favored Award will be voted for by the public in the 2-day exhibition. The winner could also be one of the teams that won the top three prizes.

Website of SATU Presidents' Forum will serve as an outlet to announce and promote faculty and student exchange programs. Related news will be posted on it.

The Secretariat of SATU Presidents' Forum will actively contact member universities to solicit related information.

2. Websites of member universities

Website of member universities of the Steering Committee will be linked to the main website of SATU Presidents' Forum to foster information exchange process, unless such links are specifically objected to.

B. Bilateral Agreements

1. Faculty Exchange

In principle, visiting scholars from member universities of different countries could be accepted.

2. Student Exchange

Student exchange or students aiming at obtaining dual degrees in two universities should be arranged through bilateral agreements or memorandums by member universities of different countries.
