► Introduction

In recognizing the fact that Southeast Asia region has been facing various changes in economic, social, political, and educational structures, as well as the challenges of globalization, National Cheng Kung University (NCKU) successfully organized the "Presidents' Forum of Southeast Asia Universities" in October 2003 in Taipei, Taiwan. Consensus reached in the Forum was that the higher education institutions in this region should set up a venue to improve the quality of higher education and to promote international academic cooperation. Therefore, a "Presidents'Forum of Southeast Asia and Taiwan Universities (SATU Presidents'Forum)" should be established as a continuous consortium of universities to foster the regional communications and collaborations.

Consequently, an organizing meeting of the SATU President's Forum was held on November 8, 2004 at NCKU to discuss the objectives, missions, organizations, annual programs and the financing resources of this Forum. As a result, the President of NCKU (currently Dr. Chiang Kao) was elected as chairman of both the Forum and the Steering Committee by the organizing committee. Further, the Secretariat has been formally set up at NCKU and headed by the Vice President of NCKU (currently Dr. Shan-Hwei Ou) as the Secretary General.

Issue 1: Objective of SATU Presidents' Forum

The purpose of this Forum is to provide a venue for leaders of prominent university to share their opinions and experience in improving the quality of higher education and to promote international academic cooperation in this region. Its objectives include:

1. Strengthen the cooperation between Southeast Asia countries and Taiwan;
2. Foster internationalization through academic and cultural exchanges and cooperation;
3. Promote the quality and quantity of education, research, and community services;
4. Establish student, faculty and administrative staff exchange programs;
5. Enhance collaboration between the industry and universities; and
6. Contribute to sustained development in economic, social and environmental sectors.

Issue 2: Activities of SATU Presidents' Forum

1. Annual Meeting of the Steering Committee
Member universities of the Steering Committer are represented by their presidents in the meeting to review the implementation of every agenda and program and to initiate a new two-year calendar of events.

2. Presidents' Forum
The Forum will be held once every two years. Presidents of member universities are invited. Host and topic of the Forum are to be decided by the Steering Committee in the annual meeting. In the Forum, member universities also elect new steering committee.

3. Workshop for Industry-Academia Collaboration
The workshop will be held once every two years. It offers the venue for the industry, the academia, and the community to have dialogue and to cooperate as well as for the students to integrate theoretical concepts and practical applications. The host and topics of the workshop are to be decided by the Steering Committee in the annual meeting.

4. Student Activities
In order to strengthen students' academic capacity and cultural understanding, the Secretariat will coordinate member universities to sign exchange agreements with each other, so as to enable students to enroll at the host University for studying and training. In addition, seminars on case studies, contests, and thesis presentations will be held to promote the academic and cultural interactions among students of the member universities. The Secretariat will also initiate student activities that draw interests of member universities.

5. Staff Activities
The purpose of conducting staff activities is to promote mutual cooperation in the areas of education, research, and community services among the member universities. Through activities such as two-way visits, joint research projects, international academic conferences, intensive courses, the staff will advance in cultural, economic, technical, and intellectual aspects.

6. Others
Other activities will be decided by the Steering Committee in the annual meeting.

-- Implementation and financing resources for these activities are to be discussed by the Steering Committee in its annual meeting.

Issue 3: Structure and Organization of SATU Presidents' Forum

1. Chairman of the Forum
The chairman of the Forum is the President of National Cheng Kung University, currently Professor Chiang Kao.

2. Steering Committee
The Steering Committee provides leadership and guidance for the Forum. Members of the Committee are elected by the member universities and serve a two-year renewable term. Chairperson of the Forum also serves as the chair to the Steering Committee.

The initial members of the Steering Committee are nominated by the organizing committee as follows:

3. Secretariat

The Secretariat, headed by the Secretary General and located at NCKU, runs the affairs of the Forum under the direction of the Chairperson and the Steering Committee. It is also responsible for external communications of the Forum. The Vice-President of NCKU, currently Professor Shan-Hwei Ou, acts as the Secretary General.

Issue 4: Members of SATU Presidents' Forum

As discussed by the organizing committee, the initial members of the Forum will be those who attended the "Presidents' Forum of Southeast Asia Universities" held in Taiwan in October, 2003.

 

Issue 5: Secretariat of SATU Presidents' Forum

I. Missions of the Secretariat

1. To Promote internationalization;
2. To Create cooperation for education and research;
3. To Work as the window for student activities;
4. To initiate industry-academia-community collaboration; and
5. To build up the avenue for cooperation.

II. Tasks of the Secretariat
Four sections composed under the Secretariat, namely, the Section of Secretariat, the Section of Academic Exchange, the Section of Student Affairs, and the Section of Industry-Academia Collaboration. Responsibilities of each section are described as follows:

A. The Section of Secretariat

1. drafting the Forums calendar of events;
2. raising funds and integrating resources;
3. external communications;
4. updating and maintaining web sites of the Forum;
5. arranging annual meeting; and
6. publishing annual reports.

B. The Section of Academic Exchange

1. arranging the biennial Presidents' Forum;
2. initiating academic agreements between member universities;
3. coordinating and arranging joint research projects; and
4. arranging faculty exchange programs.

C. The Section of Student Affairs

1. coordinating and arranging student exchange programs;
2. arranging student seminars and activities; and
3. coordinating and arranging short-term visits for students.

D. The Section of Industry-Academia Collaboration

1. coordinating industry-academic cooperation projects;
2. arranging industry-academic workshops;
3. coordinating and arranging student training programs; and
4. arranging two-way visits for the industry and universities.
